<p>President Barack Obama took to the Rose Garden July 19 to urge Congress to pass legislation extending unemployment benefits.  Obama had some <a href="http://voices.washingtonpost.com/plum-line/2010/07/obama_calls_out_republicans_as.html" target="_blank">harsh words for Republicans</a> regarding their filibuster of the measure, and the minority&#8217;s curious advocacy for the failed economic policies of the Bush administration.</p>
<p>From Obama&#8217;s remarks (<em><a href="http://www.whitehouse.gov/the-press-office/remarks-president-unemployment-insurance" target="_blank">full transcript</a>/<a href="http://www.whitehouse.gov/photos-and-video/video/offering-relief-unemployed" target="_blank">video</a></em>):</p>
<blockquote><p><strong><em>I have to say, after years of championing policies that turned a record surplus into a massive deficit, the same people who didn’t have any problem spending hundreds of billions of dollars on tax breaks for the wealthiest Americans are now saying we shouldn’t offer relief to middle-class Americans like Jim or Leslie or Denise, who really need help.</em></strong></p></blockquote>
<p>Thankfully, the <a href="http://www.talkingpointsmemo.com/news/2010/07/unemployment_benefits_extension_clears_hurdle_1.php?ref=fpb" target="_blank">Senate cleared the Republican&#8217;s procedural bloc</a> the following day, and jobless benefits will soon be restored for 2.5 million jobless Americans.</p>
<p>It&#8217;s a win for the Democrats and for the administration, but a temporary one, and if they&#8217;re smart, they will continue to feature the tone and content of Obama&#8217;s Rose Garden speech.  They should keep the spotlight on Republicans and <a href="http://www.washingtonmonthly.com/archives/individual/2010_07/024712.php" target="_blank">what has emerged as their economic platform</a>:  Extend the Bush tax cuts of 2001 &amp; 2003 &#8212; an initiative which would deprive the government&#8217;s balance sheet of $678 billion over the next ten years &#8212; while simultaneously screaming about the perils of the budget deficit.</p>
<p>The hypocrisy is apparent; but, more importantly, when Republican lawmakers publicly defend these policies they put their insincerity on display along with their flippant disregard for the facts.  Read on for examples of both.</p>
<p><em><strong>Falsehood #1 &#8211; Republican Politicians Are Worried About the Deficit</strong></em></p>
<p>Keep in mind that the budget deficit ranks as a top concern for both Democrats and Republicans when either finds themselves in the minority.  However, the present field of GOP officeholders and hopefuls has brought an unprecedented level of disingenuousness to this time honored political tradition.</p>
<p>Matt Yglesias made it plain within his fourth installment of &#8220;<em><a href="http://yglesias.thinkprogress.org/2010/07/conservatives-dont-care-about-the-deficit-4/" target="_blank">Conservatives Don&#8217;t Care About The Deficit.</a></em>&#8221;</p>
<blockquote><p><strong>&#8230;there are zero historical examples of conservatives mobilizing to make the deficit smaller. What is true is that most conservatives oppose increases in non-military spending when those increases are proposed by Democratic presidents. A minority of conservatives are more consistent opponents of increases in non-military spending. But the key element of conservative fiscal policy is that tax revenue as a percent of GDP should be made as low as possible. This isn’t a goal they pursue that stands in some kind of balance with concern about the deficit, it’s the only goal they pursue&#8230;</strong></p></blockquote>
<p>Barry Ritholtz offered some particularly stinging commentary regarding &#8220;<a href="http://www.ritholtz.com/blog/2010/07/deficit-chicken-hawks-vs-ronald-reagan/" target="_blank">these new deficit chickenhawks</a>&#8221; within his July 13 post.  Ritholtz raises an important question:  would those preaching austerity to the Obama administration have said the same to Reagan?</p>
<blockquote><p>The current president, who obviously has very different priorities than RR, is in many ways following his path: Huge deficits, tax cuts targeted to his electoral base, allowing policies of his predecessor to expire.</p>
<p>I find it terribly amusing that some conservatives have latched onto the deficit as their key issue, when they took the idea of deficit spending to great new heights! Whether you are looking at the economic policies of Ronald Reagan or George W. Bush, reining in the deficit was clearly of no concern. (Forget speechifying, I refer to actual policies).</p></blockquote>
<p>Having already weighed in on <a href="http://www.care2.com/causes/politics/blog/rnc-purity-test-policy-prescription-or-internal-republican-propaganda/" target="_blank">conservatives&#8217; misplaced reverence for Reaganomics</a>, I won&#8217;t bother with it here.</p>
<p>Bush&#8217;s economic policies, however, were largely emulative of Reagan&#8217;s, and are doubly relevant.   First, the <a href="http://www.cbpp.org/cms/index.cfm?fa=view&amp;id=3036" target="_blank">Bush tax cuts of 2001 and 2003 have contributed greatly to America&#8217;s budgetary woes</a>.  Second, &#8220;the new deficit chickenhawks&#8221; have flatly misrepresented the economic impact Bush tax cuts in order to rail against Obama, whose administration is tasked with cleaning up Bush&#8217;s mess.</p>
<p><strong><em>Falsehood #2 &#8211; Bush Tax Cuts Increased Revenue, Paid For Themselves:</em></strong></p>
<p>This particular falsehood is exhibited in various forms.  Perhaps the most vivid of these comes from <em>Fox Business Channel</em>; the Republican propaganda outfit&#8217;s &#8220;<a href="http://mediamatters.org/research/201007150048" target="_blank">Largest Tax Hike Ever</a>&#8221; countdown clock is representative of the GOP&#8217;s argument that the Bush tax cuts should be extended.  But this is generally in line with the rest of Fox&#8217;s &#8220;news&#8221; products:  Flashy, yet fictional.  More significant are the claims which have recently spewed from the politicians, themselves.</p>
<p>Senate Minority Whip Jon Kyl (R-AZ) articulated the argument June 11, claiming that unemployment benefits are a &#8220;<a href="http://tpmdc.talkingpointsmemo.com/2010/07/kyl-unemployment-insurance-a-necessary-evil-1.php" target="_blank">necessary evil</a>&#8221; which must be paid for by cutting spending or raising taxes.  When asked the following day how an extension of the Bush tax cuts should be paid for, Kyl responded, &#8220;My view, and I think most of the people in my party don&#8217;t believe that you should ever have to offset a tax cut …&#8221;</p>
<p>That this is a commonly held belief among Republicans was confirmed by Minority Leader Mitch McConnell during a July 13 press conference (<em><a href="http://tpmdc.talkingpointsmemo.com/2010/07/its-unanimous-gop-says-pay-for-unemployment-benefits-not-tax-cuts-for-the-rich.php" target="_blank">via TPMDC, emphasis added</a></em>):</p>
<blockquote><p>&#8220;That&#8217;s been the majority Republican view for some time,&#8221; Minority Leader Mitch McConnell told TPMDC this afternoon after the weekly GOP press conference. &#8220;<strong>That there&#8217;s no evidence whatsoever that the Bush tax cuts actually diminished revenue. They increased revenue, because of the vibrancy of these tax cuts in the economy</strong>. So I think what Senator Kyl was expressing was the view of virtually every Republican on that subject.&#8221;</p></blockquote>
<p>Not so, says economist and Times columnist Paul Krugman.  Justifiably dismayed by McConnell&#8217;s assertions, Krugman published a couple of relevant blog posts &#8211;  &#8220;<em><a href="http://krugman.blogs.nytimes.com/2010/07/13/invincible-ignorance/" target="_blank">Invincible Ignorance</a></em>,&#8221; July 13 and &#8220;<em><a href="http://krugman.blogs.nytimes.com/2010/07/15/carter-reagan-revenue/" target="_blank">Carter, Reagan, Revenue</a></em>,&#8221; July 15 &#8212; dispelling the &#8216;tax cuts increase revenue&#8217; claim.</p>
<p>Following the Bush tax cuts, Krugman explains, there was a predictable drop in government revenue which regained its ascent as the economy grew.  After bottoming out, revenue never caught up to what had been the projections had the tax cuts not been enacted.</p>
<p>Krugman&#8217;s blog posts culminated in his Friday Times column, &#8220;<em><a href="http://www.nytimes.com/2010/07/16/opinion/16krugman.html?_r=2&amp;partner=rssnyt&amp;emc=rss" target="_blank">Redo that Voodoo</a></em>,&#8221; invoking the phrase coined by George H.W. Bush while campaigning against Reagan for the 1980 Republican presidential nomination:</p>
<blockquote><p><strong>Ronald Reagan said that his tax cuts would reduce deficits, then presided over a near-tripling of federal debt. When Bill Clinton raised taxes on top incomes, conservatives predicted economic disaster; what actually followed was an economic boom and a remarkable swing from budget deficit to surplus. Then the Bush tax cuts came along, helping turn that surplus into a persistent deficit, even before the [housing] crash.</strong></p>
<p><strong>But we’re talking about voodoo economics here, so perhaps it’s not surprising that belief in the magical powers of tax cuts is a zombie doctrine: no matter how many times you kill it with facts, it just keeps coming back. And despite repeated failure in practice, it is more than ever, the official view of the G.O.P.</strong></p></blockquote>
<p>Krugman stresses that our present economic predicament, while serious, is not yet a crisis, thanks, in part, to &#8220;the perception that the deficit is manageable has helped keep U.S. borrowing costs low.&#8221;  Should Republicans make significant electoral gains in 2010, and should they attempt to put their talking points into practice, Krugman warns, a fiscal crisis is exactly what we&#8217;ll have.</p>

<p>President Barack Obama outlined his administration&#8217;s proposal Wednesday, seeking to bring reform of the American health care system to a successful conclusion.  Considering  the recent spurious criticisms from reform opponents, it appears that, indeed, the arduous process of steering health care reform through Congress may well be nearing its end.</p>
<p>It&#8217;s really only become apparent in the last week or so.  Leading up to and during the White House bipartisan health care summit, Republican politicians have <a href="http://wonkroom.thinkprogress.org/2010/02/26/agree-summit/" target="_blank">repeatedly</a> acknowledged the need for reform, but that Democrats should scrap their health care bills and &#8220;start over.&#8221;</p>
<p>Meanwhile, the Democrats began to show some spine leading up to the summit, signaling their willingness to use the budget reconciliation process to pass reform, if necessary.  Consequently, Republicans&#8217; concerns over the use of reconciliation became more prominent within their media talking points, and at the Blair House summit where the issue was frequently raised. Since the summit&#8217;s conclusion, however, GOP concerns over reconciliation have evolved into what appears to be panic.</p>
<p>Republicans are decrying the potential use of the parliamentary measure, attempting to gloss over the <a href="http://theplumline.whorunsgov.com/gop-senators-votes-on-reconciliation/" target="_blank">GOP&#8217;s historical record</a>, having happily employed the measure when it suited them.</p>
<p>Further, in their attempts to rationalize their hypocrisy &#8212; insisting that the pending health care legislation is beyond the parameters of reconciliation &#8212; they have engaged in a campaign of historical revisionism.  Senator Orin Hatch (R-UT) wrote an op-ed, published Mar. 2 in the increasingly subjective <em>Washington Post</em>, is a prime example of how Republicans are falsely framing the historical use of reconciliation.</p>
<p>Regarding Hatch&#8217;s opinion piece, Steve Benen of <em>The Washington Monthly</em>writes, &#8220;Hatch is simply and unambiguously wrong.  And the <em>Post</em> published his demonstrably false arguments anyway&#8230;&#8221; <a href="http://www.washingtonmonthly.com/archives/individual/2010_03/022657.php" target="_blank">From Benen&#8217;s </a><a href="http://www.washingtonmonthly.com/archives/individual/2010_03/022657.php" target="_blank"><em>Political Animal</em></a><a href="http://www.washingtonmonthly.com/archives/individual/2010_03/022657.php" target="_blank"> blog, Mar. 2</a>:</p>
<blockquote><p><strong>The whole pitch is absurd to the point of being insulting. Hatch has </strong><a href="http://theplumline.whorunsgov.com/senate-republicans/hatch-vows-reconciliation-will-lead-to-permanent-war-beween-parties-but-he-backed-many-reconciliation-bills/"><strong>repeatedly supported</strong></a><strong> up-or-down votes on legislation large and small. Indeed, he thought it was a great idea for delivering massive tax breaks for the rich &#8212; packages that cost far more than health care reform now &#8212; but whines incessantly when Dems consider the same procedure to pass a modest fix related to health care.</strong></p>
<p><strong>Hatch really ought to be embarrassed.</strong></p></blockquote>

<p>Adding emphasis to his lack of shame, Hatch tweeted his response to Maddow&#8217;s damning assessment.  Here&#8217;s his tweet by way of <a href="http://www.politicususa.com/en/maddow-hatch-twitter" target="_blank"><em>PoliticusUSA</em></a>:</p>
<blockquote><p><strong><em>@maddow ran me down on her show last night over my views on health care reform. Wonderful badge of honor.</em></strong></p></blockquote>
<p>However, if you watched the above clip you&#8217;d know that Maddow&#8217;s assessment had nothing to do with his &#8220;views.&#8221;  Rather, as Maddow indicated in her response tweet, it was Hatch&#8217;s misstating of the facts which were at issue.</p>
<p>Sadly, no matter how plainly the GOP&#8217;s efforts to falsely frame reconciliation are laid out, they&#8217;ll continue beyond the bill&#8217;s passage.  And, as Maddow put it in the above clip, &#8220;It&#8217;s going to pass.&#8221;</p>
<p>What I&#8217;m struggling with is, how could Republicans expect anything different from the Democrats?  It seems to me that consistently obstructing Democratic efforts on health care &#8212; and everything else, for that matter, guaranteed that reconciliation would be used.</p>
<p>They&#8217;ve already telegraphed their intentions to use health reform&#8217;s passage as a campaign issue in the 2010 midterms, asserting that using reconciliation will cost the Democrats votes.  However, wouldn&#8217;t a failure by the Democrats to use any means at their disposal to conclude a year&#8217;s worth of work cost them more?</p>
<p>Frankly, the GOP needs to get over it.  I think is was Jon Stewart who put it best.  Following Obama&#8217;s 2008 election to the presidency, Stewart reminded the already whining congressional Repbulicans of what their electoral losses meant.  &#8220;You&#8217;re in the minority,&#8221; Stewart said.  &#8220;It&#8217;s supposed to taste like a s#!t sandwich.&#8221;</p>

Anthony Weiner&#8217;s &#8212; &#8220;<strong><em>Republicans are a wholly owned subsidiary of the health care industry</em></strong>&#8221; &#8212; remarks from the House floor, Feb. 24, and immediately knew I wanted to share it here.  But, when I saw Rachel Maddow&#8217;s analysis that evening, my inclination became obligatory.</p>
<p>Weiner is awesome, of course, but Maddow concludes the below clip stating America&#8217;s health care reform dilemma in manner so rational that, in my opinion, it should give the staunchest reform cynic pause.</p>

<p><em>Politifact&#8217;s</em> treatment gives me occasion to crosspost my own assessment of the &#8220;Death Panel&#8221; meme, published Aug. 18, 2009, at <em>Care2.com</em>:</p>
<h1 style="text-align:center;"><em>The Death Panel Lie</em> ~</h1>
<p style="text-align:center;"><em><strong>Conservative Dishonesty in the Health Care Reform Debate</strong></em></p>

<p>So the opponents of health care reform are sticking with the &#8220;death panel&#8221; talking point and the mob tactics it inspires.  Admittedly, the strategy has yielded some results for&#8230;  well, it&#8217;s unclear what they want aside from railing against President Obama.  Regardless, the anti-reform crowd finally landed a punch.  Good for them, I suppose.  Conservatives have been flailing wildly since Obama took office with little to show for it, save a lot of embarrassing <em>You Tube </em>clips.  Despite this, there is reason to remain optimistic about getting a reform bill ready for Obama&#8217;s signature this year.</p>
<p>Among the ethically challenged Republicans maintaining the &#8220;Death Panel&#8221; myth are Newt Gingrich, Sarah Palin, and Iowa senator, Chuck Grassley.  All three of them are political opportunists, frankly, playing upon the fears of their dwindling, radical constituencies.  At this time and in this debate, it is a losing political strategy.</p>
<p><strong>Grassley&#8217;s Folly</strong><strong>:</strong></p>
<p>Grassley&#8217;s<a href="http://www.youtube.com/watch?v=3VOIy1PYyvI" target="_blank"> jumping on the crazy train</a> isn&#8217;t much of a surprise, but it was unnecessary.  Representing one of the most aged state populations in the U.S., the senator must have felt safer stoking the fear, rather than rebutting it.  However, during his recess town halls, Grassley has failed to mention he &#8212; along with many other Republicans &#8212; voted in favor of a similar measure in 2003.</p>
<p>From Amy Sullivan at <em>TIME.com&#8217;s <a href="http://swampland.blogs.time.com/2009/08/13/oh-those-death-panels/" target="_blank">Swampland Blog</a></em><a href="http://swampland.blogs.time.com/2009/08/13/oh-those-death-panels/" target="_blank">, August 13, 2009</a>:</p>
<blockquote><p>Remember the 2003 Medicare prescription drug bill, the one that passed with the votes of <strong>204 GOP House members and 42 GOP Senators</strong>? Anyone want to guess what it provided funding for? Did you say <a href="http://thomas.loc.gov/cgi-bin/cpquery/?&amp;dbname=cp108&amp;sid=cp108d60yh&amp;refer=&amp;r_n=hr391.108&amp;item=&amp;sel=TOC_2103579&amp;">counseling for end-of-life issues and care</a>? Ding ding ding!!</p>
<p>Let&#8217;s go to the bill text, shall we? &#8220;The covered services are: evaluating the beneficiary&#8217;s need for pain and symptom management, including the individual&#8217;s need for hospice care; counseling the beneficiary with respect to end-of-life issues and care options, and advising the beneficiary regarding advanced care planning.&#8221; The only difference between the 2003 provision and the infamous Section 1233 that threatens the very future and moral sanctity of the Republic is that the first applied only to terminally ill patients. Section 1233 would expand funding so that people could voluntarily receive counseling before they become terminally ill.</p></blockquote>
<p><strong>Palin&#8217;s Density</strong><strong>:<br />
</strong></p>
<p>As much as I would prefer not to mention Sarah Palin, her peculiar insistence upon furthering the &#8220;Death Panel&#8221; lie demands it.  It is fitting, though, that her efforts are now publicized via Facebook rather than Governor&#8217;s Office press releases.  Her <a href="http://www.facebook.com/note.php?note_id=113851103434" target="_blank">August 7, 2009 post</a> on the subject is the one that really gave the term &#8220;Death Panel&#8221; its legs within the mainstream media:</p>
<blockquote><p>The America I know and love is not one in which my parents or my baby with Down Syndrome will have to stand in front of Obama’s “death panel” so his bureaucrats can decide, based on a subjective judgment of their “level of productivity in society,” whether they are worthy of health care. Such a system is downright evil&#8230;</p></blockquote>
<p>Palin followed up this lunacy with a call for civility during the health care reform town halls scheduled by Alaska&#8217;s representatives in an <a href="http://www.facebook.com/note.php?note_id=114912353434" target="_blank">August 9 Facebook post</a>.  While it wasn&#8217;t a reversal of her previous post, it was a tacit admission that her rhetoric, at least in part, added fuel to the thuggish nonsense displayed by the right-wing at town hall discussions elsewhere.</p>
<p>Then she did something remarkably dense.  Sarah Palin, following the above mentioned comments from Sen. Grassley, declared victory against the dreaded death panel legislation within <a href="http://www.facebook.com/sarahpalin?v=app_2347471856&amp;viewas=0" target="_blank">her August 13 post</a>:</p>
<blockquote><p>I join millions of Americans in expressing appreciation for the Senate Finance Committee’s decision to remove the provision in the pending health care bill that authorizes end-of-life consultations (Section 1233 of HR 3200). It’s gratifying that the voice of the people is getting through to Congress; however, that provision was not the only disturbing detail in this legislation; it was just one of the more obvious ones.</p></blockquote>
<p>Forget for a moment that Sarah Palin had, to put it kindly, a questionable record as <a href="http://www.adn.com/life/health/story/864670.html" target="_blank">Governor of Alaska when it came to elder care</a>.  Her above assertion displays a profound ignorance, not only of the present health care reform debate, but also of the basic mechanisms of the legislative process.</p>
<p>First, the Senate Finance Committee has nothing to do with HR 3200.  The &#8220;HR&#8221; is for House of Representatives, of course, and HR 3200 is but one of five health care bills being considered by that body.  Second, there is a Senate bill being considered by the Finance Committee, however both Houses of Congress are presently in recess.  They are not presently &#8220;removing&#8221; provisions, or adding them for that matter.</p>
<p>Finally, Palin&#8217;s suggestion that the &#8220;provision was not the only disturbing detail in this legislation,&#8221; is simply another fear tactic.  One she likely learned from her new mentor:  Newt Gingrich.</p>
<p><strong>Gingrich&#8217;s Hypocrisy</strong><strong>:</strong><strong> </strong></p>
<p>Gingrich is supposed to be the conservative with the most formidable intellectual chops; yet, when he attempted to defend Palin&#8217;s comments on ABC&#8217;s August 9 broadcast of <em>This Week</em>, he complained about the bill&#8217;s length.  &#8220;The bill is a thousand pages of setting up mechanisms,&#8221; he said. &#8220;You are asking us to trust turning power over to the government, when there are clearly people in America who believe in establishing euthanasia, including selective standards.&#8221;</p>
<p>Sounds scary, right?  However, consider the former House Speaker&#8217;s own words from a <a href="http://views.washingtonpost.com/healthcarerx/panelists/2009/07/right-gingrich.html" target="_blank">July 2, 2009 article</a> at <em>The Washington Post</em>:</p>
<blockquote><p>More than 20 percent of all Medicare spending occurs in the last two months of life. Gundersen Lutheran Health System in La Crosse, Wisconsin has developed a <strong>successful end-of-life, best practice that combines: 1) community-wide advance care planning, where 90 percent of patients have advance directives; 2) hospice and palliative care; and 3) coordination of services through an electronic medical record.</strong> The Gundersen approach empowers patients and families to control and direct their care. The Dartmouth Health Atlas has documented that Gundersen delivers care at a 30 percent lower rate than the national average ($18,359 versus $25,860). If Gundersen&#8217;s approach was used to care for the approximately 4.5 million Medicare beneficiaries who die every year, Medicare could save more than $33 billion a year.</p></blockquote>
<p>The emphasis added to the above &#8212; again, they are Gingrich&#8217;s words &#8212; describes, in general terms, what the current health care legislation-in-progress is designed to do.  It is the same idea for reform.  It is the same proposal which Sen. Grassley told his constituents they were right to fear, that Sarah Palin claimed victory for killing, and Newt Gingrich thought was such a good idea just a few short months ago.</p>
<p><strong>Reasons For Optimism</strong><strong>:</strong></p>
<p>The &#8220;death panel&#8221; talking point has <a href="http://factcheck.org/2009/07/false-euthanasia-claims/" target="_blank">absolutely no basis in fact</a>.  It is a false argument, and its success is contingent upon fear: <a href="http://theplumline.whorunsgov.com/president-obama/brutal-mailer-from-anti-reform-group-displays-sick-languishing-old-people/" target="_blank"> frightening the oldest among us</a> into thinking their country wants to kill them.  (Wow!  I had to wash my hands after typing the preceding sentence&#8230;  Stay classy, conservatives).</p>
<p>The hypocrisy, fear mongering, and intellectual dishonesty described above have been employed by conservatives for years.  They are the same cynical strategies that have been employed in the fight against health care reform since the Truman administration.   They are also the same tactics that were employed against Obama during the 2008 campaign.  Obama&#8217;s election, then, is proof positive that this cynicism can be defeated.</p>
<p>Progressive advocates for health care, myself included, and members of the punditocracy have been highly critical of the president for pursuing this reform agenda in an bipartisan fashion.  As Thom Hartmann often says, &#8220;We have to hope that Obama is playing chess and not checkers,&#8221; with this contentious issue.  Without going into further detail, Obama doesn&#8217;t strike me as a checkers man.</p>
<p>In closing, it is important to note that, while optimism for health care reform is warranted, complacency is not.  Tell your representatives you want meaningful reform by signing this petition:  <a href="http://www.thepetitionsite.com/takeaction/292189073" target="_blank">Support Historic Health Care Bill</a></p>

<p>&#8220;They love to engage in revisionist history,&#8221; Rep. <a href="http://www.opencongress.org/bill/111-h2781/show" target="_blank">Virginia Foxx</a> (R-NC) said on the floor of the U.S. Congress, Nov. 19.  She was referring to Democrats as she had risen to speak in opposition to an environmental protection<a href="http://www.opencongress.org/bill/111-h2781/show" target="_blank"> measure</a> intended to safeguard a 21-mile segment of Molalla River in Oregon.  As she spoke, Foxx set about some blatant revisionism of her own.</p>
<p>Foxx&#8217;s began her objection with the bizarre suggestion that the GOP had been the champion of &#8220;good&#8221; environmental protection laws.  Had she stopped there, her floor speech would have justifiably been dismissed as a bit of irony.  Instead, Foxx went on to perpetuate the misconception that Republicans were also the champions of civil rights legislation in the 1960s, amid fervent obstruction from Democrats.</p>
<p>Upon the completion of Foxx&#8217;s remarks, she was passionately rebuked by Rep. Dennis Cardoza (D-CA).  &#8220;I can&#8217;t believe my ears,&#8221; Cardoza said, and went on to assign credit for the Civil Rights Act (1964) and the Voting Rights Act (1965) to the efforts to the Democratic administration of Lyndon B. Johnson.</p>

<p>While Cardoza&#8217;s assessment was factually correct and his tone appropriate, his rebuke of Foxx would have been strengthened by informing her that the Republican Party of which she spoke no longer exists.  Indeed, the Republicans whose votes were vital to passing civil rights legislation in the 1960s would be derided as RINOs &#8211; Republicans in Name Only &#8211; by Foxx and like minded, right-wing ideologues of today&#8217;s GOP.</p>
<p>That conservatives have sought to maintain <a href="http://www.gopusa.com/opinion/mz_0808.shtml" target="_blank">this myth</a> is nothing new.  Paul von Hipple <a href="http://www.alternet.org/story/21004" target="_blank">addressed it</a> in a 2005 <em>Alternet.org</em> post responding to a taxpayer funded &#8220;Republican Freedom Calendar&#8221; which presented a one-sided representation of their Party&#8217;s historic role as advocates of civil rights.  The evidence employed to prop up this argument relies upon the higher proportion of GOP votes for the 1964 Civil Rights Act.</p>
<p>It&#8217;s a far too narrow interpretation of history, as von Hipple indicated in his 2005 post:</p>
<p>In fact, Congressional votes on the Civil Rights Act did not break along party lines – <a href="http://www.holycross.edu/departments/economics/vmatheso/edit8.htm">they split along regional lines</a>. In the North, both parties supported the Civil Rights Act; in the South, both parties opposed it. The difference was that the Republican Party had very little presence in the South, which had been dominated since the 1870s by the segregationist wing of the Democratic Party.</p>
<p>This period marks a historical turning point for both political parties.  President Johnson and liberal Northern Democrats were ill prepared for the Southern white backlash that followed the passage of civil rights legislation.  Of course, the legislation wasn&#8217;t the only factor, but it was during this time that the Democratic Party set on a path to shedding its racist elements.  In doing so, Democrats lost the political grip on the South it had held since the Great Depression.</p>
<p>The path chosen by the Republicans was altogether different.  Interestingly, the GOP underwent a schism, not unlike the one presently in progress.</p>
<p>Republican conservatives, sympathetic to the racist backlash among Southern whites, made their first political inroads in the South around this time.  The most significant evidence for this trend was the GOP&#8217;s 1964 presidential nomination of Arizona Senator <a href="http://en.wikipedia.org/wiki/Barry_Goldwater" target="_blank">Barry Goldwater</a>.</p>
<p>Before Goldwater&#8217;s nomination, the GOP&#8217;s regional strength was based in the American North-East.  Their party leaders were inclined to support government investment in infrastructure.  Having been decimated during their initial struggle against Franklin Roosevelt&#8217;s New Deal (which they decried as &#8220;socialist,&#8221; sound familiar?) a moderate GOP persisted as a minority party, seeking to improve FDR&#8217;s legislation rather than rail against it.</p>
<p>Goldwater lost to LBJ in 1964, but having won his home state and four other Southern states in the contest, the GOP&#8217;s course was set.  They abandoned their moderate positions &#8212; the mantle of which Foxx is presently attempting to claim &#8212; in pursuit of the racially divisive &#8220;Southern Strategy.&#8221;</p>
<p>This political strategy was <a href="http://dir.salon.com/story/opinion/feature/2003/11/08/apologies/index.html" target="_blank">neatly summarized</a> by Sidney Blumenthal in a 2003 <em>Salon.com</em> post:</p>
<p>With the coming of the civil rights revolution, Democratic presidents John F. Kennedy and Lyndon Johnson deployed the federal government to support social equality. In reaction, Republicans &#8212; from Barry Goldwater to Richard Nixon to Ronald Reagan &#8212; developed a Southern strategy to win over white voters in the region who felt betrayed. That strategy involved using widely understood code words going back to the Civil War like &#8220;states&#8217; rights,&#8221; an updating of the well-worn strategy of Southern reactionaries to demagogue on race in order to keep poor and working-class whites divided from blacks on issues of common interest. Thus the party of Lincoln became the party of Reagan.</p>
<p>Indeed, Reagan&#8217;s ascendency is instructive.  His rise was facilitated by the GOP&#8217;s rejection of its moderate voices.  Just as Foxx mistakenly claimed the civil rights mantle on Nov. 19, Reagan did also.   Yet his true feelings were betrayed by his policies and rhetoric.</p>
<p>From the above mentioned von Hibble <em>Alternet</em> post:</p>
<p>&#8230;Ronald Reagan, in his 1966 campaign to become governor of California, endorsed repeal of California’s Fair Housing Act, saying, &#8220;If an individual wants to discriminate against Negroes or others in selling or renting his house, it is his right to do so.&#8221;</p>
<p>Similarly, Foxx&#8217;s own statements over the past year illustrate her departure from the moderate positions of the kinder, gentler GOP of yore.  She has more than made herself clear regarding the present-day civil rights issues, most notably in debates over the rights of homosexuals and health care reform.</p>
<p>My <em>Care2</em> colleague <a href="http://www.care2.com/causes/author/myrnatheminx/" target="_blank">Tracy Viselli</a> understandably <a href="http://www.care2.com/causes/politics/blog/virginia-foxx-apologize-or-resign/" target="_blank">called for</a> Foxx&#8217;s apology or resignation following her slanderous comments about Matthew Sheppard on the House floor while debating the hate crime legislation that bares his name.  More recently, Viselli , rightly, <a href="http://www.care2.com/causes/politics/blog/health-care-reformers-worse-than-terrorists/" target="_blank">took issue </a>with Foxx&#8217;s declaration that the present health care reform proposals pose a bigger threat to America than &#8220;any terrorist from any country.&#8221;  Add to this Foxx&#8217;s 2006 vote, along with 33 other Republicans, <a href="http://www.nytimes.com/2006/06/22/washington/22vote.html" target="_blank">opposing </a>the extension of the Voters Rights Act, and it becomes clear that any claim of civil rights advocacy exists only in her mind.</p>
<p>Further, these outrageous examples of Foxx&#8217;s true beliefs plainly illustrate that the North Carolina congresswoman has absolutely nothing in common with the Republicans who helped advance  the cause of civil rights in the 1960s.  Rather, Foxx is just another product of the cynical GOP which prospered by exploiting the societal divisions left after their passing.</p>

<p>So the opponents of health care reform are sticking with the &#8220;death panel&#8221; talking point and the mob tactics it inspires.  Admittedly, the strategy has yielded some results for&#8230;  well, it&#8217;s unclear what they want aside from railing against President Obama.  Regardless, the anti-reform crowd finally landed a punch.  Good for them, I suppose.  Conservatives have been flailing wildly since Obama took office with little to show for it, save a lot of embarrassing <em>You Tube </em>clips.  Despite this, there is reason to remain optimistic about getting a reform bill ready for Obama&#8217;s signature this year.</p>

<p>Grassley&#8217;s<a href="http://www.youtube.com/watch?v=3VOIy1PYyvI" target="_blank"> jumping on the crazy train</a> isn&#8217;t much of a surprise, but it was unnecessary.  Representing one of the most aged state populations in the U.S., the senator must have felt safer stoking the fear, rather than rebutting it.  However, during his recess town halls, Grassley has failed to mention he &#8212; along with many other Republicans &#8212; voted in favor of a similar measure in 2003.</p>

Anyone want to guess what it provided funding for? Did you say <a href="http://thomas.loc.gov/cgi-bin/cpquery/?&amp;dbname=cp108&amp;sid=cp108d60yh&amp;refer=&amp;r_n=hr391.108&amp;item=&amp;sel=TOC_2103579&amp;">counseling for end-of-life issues and care</a>? Ding ding ding!!</p>
<p style="padding-left:30px;">Let&#8217;s go to the bill text, shall we? &#8220;The covered services are: evaluating the beneficiary&#8217;s need for pain and symptom management, including the individual&#8217;s need for hospice care; counseling the beneficiary with respect to end-of-life issues and care options, and advising the beneficiary regarding advanced care planning.&#8221; The only difference between the 2003 provision and the infamous Section 1233 that threatens the very future and moral sanctity of the Republic is that the first applied only to terminally ill patients. Section 1233 would expand funding so that people could voluntarily receive counseling before they become terminally ill.</p>
</blockquote>
<p><strong>Palin&#8217;s Density</strong><strong>:<br />
</strong></p>
<p>As much as I would prefer not to mention Sarah Palin, her peculiar insistence upon furthering the &#8220;Death Panel&#8221; lie demands it.  It is fitting, though, that her efforts are now publicized via Facebook rather than Governor&#8217;s Office press releases.  Her <a href="http://www.facebook.com/note.php?note_id=113851103434" target="_blank">August 7, 2009 post</a> on the subject is the one that really gave the term &#8220;Death Panel&#8221; its legs within the mainstream media:</p>

<p style="padding-left:30px;">The America I know and love is not one in which my parents or my baby with Down Syndrome will have to stand in front of Obama’s “death panel” so his bureaucrats can decide, based on a subjective judgment of their “level of productivity in society,” whether they are worthy of health care. Such a system is downright evil&#8230;</p>
</blockquote>
<p>Palin followed up this lunacy with a call for civility during the health care reform town halls scheduled by Alaska&#8217;s representatives in an <a href="http://www.facebook.com/note.php?note_id=114912353434" target="_blank">August 9 Facebook post</a>.  While it wasn&#8217;t a reversal of her previous post, it was a tacit admission that her rhetoric, at least in part, added fuel to the thuggish nonsense displayed by the right-wing at town hall discussions elsewhere.</p>
<p>Then she did something remarkably dense.  Sarah Palin, following the above mentioned comments from Sen. Grassley, declared victory against the dreaded death panel legislation within <a href="http://www.facebook.com/sarahpalin?v=app_2347471856&amp;viewas=0" target="_blank">her August 13 post</a>:</p>

<p style="padding-left:30px;">I join millions of Americans in expressing appreciation for the Senate Finance Committee’s decision to remove the provision in the pending health care bill that authorizes end-of-life consultations (Section 1233 of HR 3200). It’s gratifying that the voice of the people is getting through to Congress; however, that provision was not the only disturbing detail in this legislation; it was just one of the more obvious ones.</p>
</blockquote>
<p>Forget for a moment that Sarah Palin had, to put it kindly, a questionable record as <a href="http://www.adn.com/life/health/story/864670.html" target="_blank">Governor of Alaska when it came to elder care</a>.  Her above assertion displays a profound ignorance, not only of the present health care reform debate, but also of the basic mechanisms of the legislative process.</p>
<p>First, the Senate Finance Committee has nothing to do with HR 3200.  The &#8220;HR&#8221; is for House of Representatives, of course, and HR 3200 is but one of five health care bills being considered by that body.  Second, there is a Senate bill being considered by the Finance Committee, however both Houses of Congress are presently in recess.  They are not presently &#8220;removing&#8221; provisions, or adding them for that matter.</p>
<p>Finally, Palin&#8217;s suggestion that the &#8220;provision was not the only disturbing detail in this legislation,&#8221; is simply another fear tactic.  One she likely learned from her new mentor:  Newt Gingrich.</p>
<p><strong>Gingrich&#8217;s Hypocrisy</strong><strong>:</strong><strong> </strong></p>
<p>Gingrich is supposed to be the conservative with the most formidable intellectual chops; yet, when he attempted to defend Palin&#8217;s comments on ABC&#8217;s August 9 broadcast of <em>This Week</em>, he complained about the bill&#8217;s length.  &#8220;The bill is a thousand pages of setting up mechanisms,&#8221; he said. &#8220;You are asking us to trust turning power over to the government, when there are clearly people in America who believe in establishing euthanasia, including selective standards.&#8221;</p>
<p><a href="http://www.care2.com/causes/politics/blog/the-death-panel-lie-conservative-dishonesty-in-the-health-care-reform-debate/"><img class="alignleft size-medium wp-image-1015" title="Newt Gingrich" src="http://www.pastinprint.com/wp-content/uploads/2009/10/newt1.jpg?w=300" alt="Newt Gingrich" width="282" height="168" /></a></p>
<p>Sounds scary, right?  However, consider the former House Speaker&#8217;s own words from a <a href="http://views.washingtonpost.com/healthcarerx/panelists/2009/07/right-gingrich.html" target="_blank">July 2, 2009 article</a> at <em>The Washington Post</em>:</p>

<p style="padding-left:30px;">More than 20 percent of all Medicare spending occurs in the last two months of life. Gundersen Lutheran Health System in La Crosse, Wisconsin has developed a <strong>successful end-of-life, best practice that combines: 1) community-wide advance care planning, where 90 percent of patients have advance directives; 2) hospice and palliative care; and 3) coordination of services through an electronic medical record.</strong> The Gundersen approach empowers patients and families to control and direct their care. The Dartmouth Health Atlas has documented that Gundersen delivers care at a 30 percent lower rate than the national average ($18,359 versus $25,860). If Gundersen&#8217;s approach was used to care for the approximately 4.5 million Medicare beneficiaries who die every year, Medicare could save more than $33 billion a year.</p>
</blockquote>
<p>The emphasis added to the above &#8212; again, they are Gingrich&#8217;s words &#8212; describes, in general terms, what the current health care legislation-in-progress is designed to do.  It is the same idea for reform.  It is the same proposal which Sen. Grassley told his constituents they were right to fear, that Sarah Palin claimed victory for killing, and Newt Gingrich thought was such a good idea just a few short months ago.</p>
<p><strong>Reasons For Optimism</strong><strong>:</strong></p>
<p>The &#8220;death panel&#8221; talking point has <a href="http://factcheck.org/2009/07/false-euthanasia-claims/" target="_blank">absolutely no basis in fact</a>.  It is a false argument, and its success is contingent upon fear: <a href="http://theplumline.whorunsgov.com/president-obama/brutal-mailer-from-anti-reform-group-displays-sick-languishing-old-people/" target="_blank"> frightening the oldest among us</a> into thinking their country wants to kill them.  (Wow!  I had to wash my hands after typing the preceding sentence&#8230;  Stay classy, conservatives).</p>
<p>The hypocrisy, fear mongering, and intellectual dishonesty described above have been employed by conservatives for years.  They are the same cynical strategies that have been employed in the fight against health care reform since the Truman administration.   They are also the same tactics that were employed against Obama during the 2008 campaign.  Obama&#8217;s election, then, is proof positive that this cynicism can be defeated.</p>
<p>Progressive advocates for health care, myself included, and members of the punditocracy have been highly critical of the president for pursuing this reform agenda in an bipartisan fashion.  As Thom Hartmann often says, &#8220;We have to hope that Obama is playing chess and not checkers,&#8221; with this contentious issue.  Without going into further detail, Obama doesn&#8217;t strike me as a checkers man.</p>
<p>In closing, it is important to note that, while optimism for health care reform is warranted, complacency is not.  Tell your representatives you want meaningful reform by signing this petition:  <a href="http://www.thepetitionsite.com/takeaction/292189073" target="_blank">Support Historic Health Care Bill</a></p>

<p>The first month of the Obama administration has been a whirlwind.  The president signed the American Economic Recovery and Reinvestment Act&#8211;the most comprehensive (and most expensive) legislation in American history&#8211;into law on Tuesday in Denver.  The following day, Obama began to implement the economic recovery package, no doubt continuing the frenetic pace established since his inauguration.  Congress, however, will likely set about getting some answers out of the Bush administration.<img class="alignleft size-medium wp-image-628" title="wanted_bush_flickr-jarnocan-cc1" src="http://www.pastinprint.com/wp-content/uploads/2009/03/wanted_bush_flickr-jarnocan-cc1.jpg?w=300" alt="wanted_bush_flickr-jarnocan-cc1" width="240" height="159" /></p>
<p>That the Congress and the President will be traveling separate paths is inconsequential and should be expected.  As Nate Silver at fivethirtyeight.com perceptively posted on Sunday, the liberal, or progressive, electorate is by no means a homogeneous bunch.  He describes progressives as being divided into &#8220;rational&#8221; and &#8220;radical&#8221; contingents with countless individual members falling somewhere between the two.</p>

<blockquote><p>The measure was in response to an uproar over e-mails found missing by recent Capitol Hill probes of Bush aides, including Rove, then the president&#8217;s chief political strategist. Investigators have tried to determine whether Rove and others used Republican National Committee e-mail accounts to conduct government business in an attempt to circumvent the Presidential Records Act, a post-Watergate law designed to preserve White House records.</p>
<p>The House Oversight and Government Reform Committee has said that White House e-mails transmitted over several hundred days between 2003 and 2005 also are unaccounted for, an assertion that the administration disputes.</p>
<p>&#8220;Some have said that this bill is about preserving history, and it is,&#8221; said Committee Chairman Henry A. Waxman (D-Beverly Hills). &#8220;But it also is about our constitutional responsibility for oversight and for holding this and any administration accountable.&#8221;</p></blockquote>
